PIERRE, S.D. — A program to put satellite phones in the hands of South Dakota soldiers overseas is taking off.
The original campaign encouraged state employees to donate a dollar or more to dress casual with the money going toward the purchase of satellite phones, cell phones and prepaid calling cards for Guard members.
