TALLAHASSEE — The state’s big phone companies won an initial skirmish Wednesday before the Florida Public Service Commission.
The regulatory panel unanimously rejected a request by Attorney General Charlie Crist that it throw out applications by Verizon, BellSouth and Sprint for increases in local basic rates.
But the commissioners also sent clear signals that they will consider the impact on residential customers when they vote on the applications.

The battle over the future of telephone service will broke wide open Thursday with an announcement from AT&T that it plans to offer unlimited long distance and local calling using Internet technology at a lower cost than conventional phone service.
The move comes after similar announcements earlier this week from Time Warner Cable that it would provide phone service to many of its cable television customers with access to high-speed Internet connections and by Qwest Communications International and the BT Group of Britain of their own plans to offer such a service.
